Why instruction fees for foreign students will not job

For several years there has been debate about the definition of tuition fees for foreign students courses in Finland. Developments regarding the ongoing attempts tuition fee for non-European Union and European Economic Area (2010-14) students were reported by University World News several times.
In addition to experience, during the regime of the current government (2011-15) that these fees are discussed every spring in the government talks about its spending limits.
The two main centers of positions on export education and taxpayers arguments, but based on several misconceptions.

Education exports and "necessity" of fees
The most widely used argument in this debate is based on the concept of "export education".
Concept in Finland roughly corresponds to the British concept of transnational education, but is broader in the sense that education exports comprise all the elements of education, such as training facilities, capacity building, infrastructure and school management and curriculum.
In 2010 the ministerial working group preparing the Finnish education export strategy used in the UK and New Zealand as models of well-functioning markets and education referred WTO GATS - the General Agreement on Trade in Services - as a starting point.
The argument for tuition goes as follows: Finland has some education system and capitalize on this financial income will increase Finnish exports and partly to help the economy recover from the crisis.
This strategy, in accordance with its lawyers is hampered by the fact that in Finland education is learning, free from the law, and thus it is necessary to remove the "obstacle training without education" and allow higher education institutions and secondary Schools collect fees from countries outside the European Union and European Economic Area students.
What is missing in the argument above is knowledge and understanding of international markets education.
First, international students and buyers are not ignorant tourists take everything that comes his way. Instead, there are specific knowledge areas that attract foreign students from different countries.
For example, in the United Kingdom and the United States the majority of foreign students study in programs related to business and engineering, while in the Netherlands the students go for Economics and Social Sciences.
